   initiated - because of the red tape - the notification of the existence
   of that piece of equipment.   I might add, we have gone over that with
   a fine-toothed comb.   It may be interesting to know it is a type air-
   craft very similar to our P-47. about the same charicteristics.   It
   has all the latest and modern innovations of a propeller internal
   combustion craft.

        Exploitation German Scientists: Have a project known as PAPER
   CLIP.   We now have 100 some odd scientists at Wright Field or under its          
   cognizance.   The intelligence department only performs the housekeeping
   and administrative functions for them.   The Engineering Division is
   their main user.   They determine who will come over, where they will
   work, what they will get, where they will go, etc.   Fifteen of these
   Germans have been farmed out to industry on a permanent basis, and
   many others are in the channels now of being to industry where they
   can do the most good.   We still don't have the visa for the first one,
   although it is pending.   We are alerted to send our first man to
   Canada and enter him legally.   It has been a long, hard battle.

        We have a new project - Project SIGN - which may surprise you as
   a development from the so-called mass hysteria of the past Summer
   when we had al the unidentified flying objects or discs.   This
   can't be laughed off.   We have over 300 reports which haven't been
   publicized in the papers from very competent personnel, in many
   instances - men as capable as Dr. K.D. Wood and practically all
   Air Force, Airline people with broad experience.   We are running
   down every report.   I can't even tell you how much we would give
   to have one of those crash in an area so that we could recover what-
   ever they are.
